Mandatory national standards are standards that start with GB, which are clearly required by the state to implement the technical content and requirements specified in some standards in the form of laws, and are not allowed to be violated or changed for any reason or in any way.
Mandatory national standards have a legal nature. Once promulgated, mandatory national standards must be implemented. Otherwise, units and individuals that cause bad consequences and heavy losses will be subject to economic sanctions or bear legal responsibility.
Mandatory national standards mainly stipulate restrictive inspection standards for some import and export commodities involving safety and health, so as to protect human health and the safety of people and property. All unqualified export commodities inspected and assessed according to mandatory national standards are not allowed to be released for export even if they meet the quality terms agreed in the foreign trade contract or the foreign consignee has a certificate of willingness to purchase. According to the mandatory national standards of the inspection and assessment of unqualified imported goods are not allowed to import, after the inspection and certification for the relevant units to handle returns, claims.
In China, the import and export of goods must implement mandatory national standards, which are clearly stipulated by national laws and regulations, and strictly implemented by local entry-exit inspection and quarantine agencies. In case of special circumstances, the decision of the State Entry-Exit Inspection and Quarantine Bureau must be reported in a timely manner.
Scope of mandatory national standards
China's Standardization Law stipulates that the standards and laws for protecting human health and personal and property safety, and the standards for enforcement stipulated by administrative regulations are mandatory standards. The following technical requirements are within the scope of mandatory national standards:

(1) Drug standards, food hygiene standards, veterinary drug standards;

(2) Safety and health standards, labor safety and health standards, and transportation safety standards in the production, storage, transportation and use of products and products;

(3) The quality, safety, and health standards of engineering construction and other engineering construction standards that need to be controlled by the state;

(4) Pollutant discharge standards and environmental quality standards for environmental protection;

(5) important general technical terms, symbols, codes and cartographic methods;

(6) General test and inspection method standards;

(7) Interchange and fit standards;

(8) Important product quality standards that need to be controlled by the state;
